I don’t have a gauge so can’t give the exact OD but it is very close to 14.XXX mm . Distance OC (on center) between the bar and the screw is about 2 3/8 inches.
This will fit the 12″ Model 61969, although the arm doesn’t extend out anywhere near as far as the original (it’s pretty close to the fence). This also has a hollow tube whereas the original was a solid bar.
This will fit some other fences such as 10″ models.  Please see customer’s comments below.

Note what some customers have said about different models:
As measured using a HF digital caliper, the diameter of the clamp post I received measured 15.05 mm (about one mm wider than the post you measured) and the diameter of the post holes on my HF 98194 miter saw measured approximately 14.89 mm (plus, one side was actually smaller than the other). No problem. To widen the post holes, I cut a 2.5″ x 3.5″ rectangle from a broken, coarse grit, cloth-backed sanding belt. I rolled it s tightly as I could and clamped it in a medium-size pair of vise grips as shown in the photos. Using both up down and rotary motions it only took about 45 seconds to widen and vacuum each post hole so that the clamp fit perfectly. The finished diameter of the widened post holes is approximately 15.21 mm. Shaving just 2/10 of millimeter from each hole was no problem at all. Hope this helps someone. Thank you.

The shafts of the clamp you sent me and the one That came with my saw both measure 14.8 mm OD. The shaft on yours is 1” longer and the screwed rod is about 3/4” longer than the one that came on the 10” but I can’t see how that would ever be a problem. There is a 1/4” wide chamfer-type recess in the old shaft. Yours doesn’t have that but still fits in the hole without it.
